Noda administration is trying to make up for the research whaling deficit with the national budget.
Research whaling has been conducted at a deficit for years that even the review panel of the Fisheries Agency recommended the possibility of halting or reducing the size of research whaling. Even then, the government is likely to give out an extra budget in addition to
the annual budget of 700 million yen for research whaling, as there was a deficit of 3 billion yen this year - a loss that is supposed to be compensated for by the Institute of Cetacean Research.
Japan needs every extra budget for the earthquake disaster recovery and for the nuclear power plant disaster countermeasure.
Is research whaling really worth investing the Japanese national budget on? We think not.
